Question:

what would cause a 1999 merc cougar to blow starter relay and fuses?

have replaced alternator, speed control censer, electric fuel pump. When fuses are replaced car starts , but dies when put in reverse. and blows another relay fuse.

Answer:

You have a short somewhere either in your starter or that speed sensor you replaced. I would check all wiring if no short i would be looking at the ECU.
In a nut shell, you have a short circuit - it may be a component or it may be a fault in the wiring. Another relay fuse? Which relay is blowing the fuse? This should help you pinpoint the circuit that's drawing to much amperage.
sounds like you've got one hell of a short somewhere. something is grounding out in the big way that shouldnt be.
