Because many fire fighters in the US are also paramedic/rescue professionals. In addition, when a call is broadcast, no one knows exactly what the situation will be when they arrive. It would be a fatal waste of time and resources to respond, then have to call for additional equipment. Besides, fire fighting equipment has been known to be used in unique ways. Not even one of your Rugby players could stay on his feet when hit with the full stream from a fire hose. Fire apparatus is not dispatched to a simple arrest, ever.

some fire departments have paramedics on regular fire engines and the taxpayers will not pay for a special truck for the paramedic. Some emergency calls have panicked callers who cannot explain the nature of the problem, and so the dispatcher sends everyone.
Fire engines are not called to the scene on 99% of arrests. That's a made up stat.but hopefully it shows that it's by no means normal. I can't believe people still think what they see on tv is normal. Here, when rescue is paged out for an injury (possible in the case of your TV show arrests) they'll bring an ambulance and a fire truck, just to haul the emergency personnel needed at the scene.
