When renting an apartment, who is responsible for the smoke detectors?

I recently moved into an apartment. I noticed that all the smoke detectors needed batteries or they needed the batteries changed (they were beeping). I asked my landlord if he could replace the batteries in all detectors and he said he is only responsible for making sure they are in the apartment and they work, not to buy batteries for them. Since they needed batteries prior to me moving in, shouldnt he have made sure the batteries were replaced? We even did a walkthrough and he knew the problem existed. Who is resonsible in this case?

Well, toefl regards American English but ielts regards British, mostly. So, as the first answerer mentioned, ielts is more popular in Britain, however toefl is more popular in North America. As I've heard, toefl is a little easier; but you should prepare yourself well in each category (reading, listening,) in each of exams. Of course it depends on the requirements of where you're going to go, for instance some universities want you to have toefl while others need ielts. So you can't say which is more suitable, it just depends on which country you're supposed to live or study. But I think ielts is a little more common as most of the well-known universities know it as a valid certification for your English.
