Anywhere really. CVS, Claire's, Ulta, Sears, Macy's, JCPenney...they have some good, cheap ones at drug stores. I got an eyeshadow pallet with 50 great quality eyeshadow colors for $5 from CVS.
Cheapest- E.l.f are the cheapest nice pallets you can get. They are very pigmented and the pallets are cheap. You can get online or at some targets. Middle priced- Bh cosmetics, and costal scents both have pallets that coast medium priced around 19.00$ for 88 colors which is a very good price and im sure you can get smaller pallets at each place. Online only. Expensive- Mac pallets, or any brands selled at ulta or sephora. These are the best pallets you can get they are very pigmented and usually stay on the lids long. Mac stores are online or in malls, sephora and ulta are online and in malls.
