Shut off the main breakers to the house, if possible. Be sure your hands are not wet and the fire is not close to the breaker box before attempting this step. Without the two things you mentioned, get out immediately and call the fire dept.

If the main electrical disconnect is close by and the fire is small, turn it off and fight fire with water. If the panel is locked and the fire is small use a heavy blanket to smother it. If the panel is locked and the fire is large, exit the building and call 911. If the panel is locked, the fire is large, and you can't exit the building, put your head between your knees and kiss your *** goodbye.
Turn off all the power to the building (Main breaker) treat it as any other fire and spray water on it.
