I am going to assume that pch is the Pacific Coast Highway. I drive different portions of the Pacific Coast Highway daily as part of my job but have not seen anything like what you have described in your question.However,as I'm sure you know,the Pacific Coast Highway is over 500miles long and uses parts of many interstate and intrastate highways plus a couple of state roads...and because of all that I would have to say that I have no idea of what you saw or where you were....Sorry I couldn't be of more help to you.
