Ceramic,because it doesn't damage your hair. You don't have to put on hairspray first either.
Get a 2nd opinion. Factory mechanics are great for telling you items that need replaced when they don't. A lot of times you can simply have the boots replaced. Mr. or Ms. auto owner quite often doesn't know enough about CV works. Surely there are competent mechanics in your town ( or close by) that can tell you the extent of the damage, and quite often give you a much lower price. SHOP IT 'ROUND. If there is still warranty left on the VW you shouldn't have to pay anything to have it repaired. Look up your warranty info.
Get your car away from those vultures! Common practice is to replace the entire axle with a rebuilt unit from NAPA. Places run specials as low as 135-150$ per axle. Then it is all new! Repairing axles is labor intensive and only done when it is the only choice(Like a Fiat 850 Spyder from the early 70's), no one wastes the customers money like that anymore exceppt dealers ripping you off! A decent Alignment/Tire store will do a great job for you- SHOP AROUND! Texas is wrong. 1.8 is putting an axle in. They are going to take your axles out and replace CV joints and their labor time is correct in Chiltons Labor Guide. ASE Cert Auto Tech, 92 GTI16V 2.0L
