If you used the right ( size, outdoor, etc. ) ext. cord plugged into a GFI outlet, You could at least get electricity there. Instead of an elect. blanket, use an elect. heater fan with an adjustable thermostat and make sure it is well secured so it can't be turned over. You can get all this at almost any hardware, home improvement store for maybe 50 - 60 $$.
Unless you hate your cats and wish them dead, do not do it. Personally, I hate cats and would fry them in a heartbeat. But anyway, the proper way to install this is to run a circuit from the circuit breaker box in the house to the shed, and put a heater in the shed, not an electric blanket. The mangy cats would probably chew the cord of an electric blanket and fry themselves. An easier way to accompish your goal is to bring the filthy creatures into the house for the winter. If the extension cord is designed for outdoor use it is OK. but. electric blankets are dangerous when left unattended. It would be better to put some bedding in the shed for the cats to keep warm with their own body heat.
