never! youre supposed to accelerate while cornering. downshift and brake before you initiate the turn )
I avoid braking and downshifting in a corner like the plague, this causes quick transfer of weight to the front wheel. Do your braking well before the corner, select the appropriate gear and accelerate smoothly through the corner. In this way you have control of the bike.
Is it engaging but you have a broken half shaft? Do you have free wheeling hubs? Have you broken the dif?
