In the end of chapter 16 of Catching Fire the 2nd book of the Hunger Games it says the name she wrote in the dummy, was Seneca Crane. Who is that?!,
Seneca Crane was the man who ran the Hunger Games in the year that Katniss was in it. He was killed in the end because in the time HE ran the games, TWO people were allowed to win, and President Snow had him killed. It effected the Gamemakers when she wrote it on the dummy because they were shocked and reminded about punishments if they run the games wrong.
Seneca Crane was the game maker for the 74th annual Hunger Games He was basically the gamemaker of the games that Katniss was first in with Peeta in the first book/movie In Catching Fire, you learn that President Snow got him killed because as gamemaker, he's responsible for the reason why two tributes (Katniss and Peeta) won the last Hunger Games, which is why Katniss has the dummy saying Seneca Crane on it.
I didn't read catching fire but I do know that Seneca was the man with the awesome shaped beared who got locked into a room with a bowl of poisonous berries because he let peeta and katniss both win the hunger games
In the first book/movie the head gamemaker, so the guy who chooses what happens every second of the hunger games, was Seneca Crane. He was executed at the end of the first book, by eating nightlock, the berries the star crossed lovers used to kill themselves with (unsuccessfully).
