I think u need a certain amount of pokemon in your pokedex...or you have to talk to prf. elm try using that phone to call the professors
You need to go INTO the exact centre of the 1st town.Once you are there Ringo will appear and ask you for a duel.Defeat ringo and he will give you a map.Hope that helped ;)
