I'm a Pisces who unfortunately always falls for either Leos or sagittarius. Is there a reason for this?
I suppose if you gain enough support from the community you can petition the owner of the road to change the speed limit. They may need to conduct a speed survey to justify the change. I think they may take the 85th percentile speed (within 5-mph increment) as the limit. It seems so unusual in your the case that the speed limit would drop so drastically from 60 to 20 mph.
I am going to assume this is a commercial building. There are several ways to look at this, but I would start with the type of building (meaning its use), as the National Life safety Code (NFPA 101) classifies buildings into categories, and also indicates which categories require life safety systems. The National Fire Code (NFPA 72) establishes how these various systems have to work. And then you have your own local and state code requirements, which often take precedence over any other requirements. For instance, in some jurisdictions, commercial buildings may have a combined intrusion/fire alarm systems: in other jurisdictions, the fire alarm must be a standalone system. So, the best approach in answering your question is to call your local fire department (or the fire marshal's office) and talk it through with them. They'll generally want a description of the building (floors, square footage, etc.) and the usage, how many tenants, etc. The advantage of taking this approach is that you stay out of trouble. If you violate the code requirements (even through ignorance) and something happens, then you are liable. It's not worth the risk.
