Ok, I get it that fear of car damage will make most people slow down, thus making those roads safer. But for the people who don't (we've all seen 'em), won't the damage end up eventually causing accidents anyway?
Why don't you call the cops and see if they can come over and say something. Don't be a prisoner in your own home, If you don't do anything you will be just sitting there woundering why you didn't.
Go with the one that is recomended for glass. Be careful as when you reflect light you also reflect heat so if it pointed back out of the house and you have dble pane windows it can blow the seal or even crack the glass.
