Why cant we design a car that has a upward lift, reducing friction on car tires, increasing mileage?

Might be a silly question but still thought would ask By upward lift I mean, the car just glides on the road at about 1-2 inches when travelling at speeds of over 80-90 miles per hour How much will be the impact on stbility of the car? Is it impossible to design such cars ?
