I would not choose the best answer you did. If there is a petition, if the city is told of the damage the speed bumps cause (heck, here they outlawed worded license plate comments then they can do the speed bumps too), and if some of those with money take this thing to court and set precedence, then sure they can be eliminated. But of course the apartment complexes could be more serious about letting certain people rent in the complex and stop them immediately when they speed. But I think they are afraid for their safety. Sure there are a few who go a little faster, there are those with noisy cars, and there are the visitors who bring in the darned cars that beep all night for no reason. So management could take care of other things prior to taking care of the speed. Like it would be nice if they had a children's section on the property instead of mixing adults and children.
