Answer:

Just pouring beer will do nothing, but if beer is placed in shallow lids buried even with the soil like the metal lids from Peanut butter jars, nice and wide, they'll attract slugs and sometimes snails and be killed. But this is rather stinky and will make everybody think you are a beer guzzling drunk. There is a better form of protection albeit expensive. Copper sheeting around raised areas. Copper is lethal to Mollusks like snails and slugs.
Beer is often used to kill slugs and snails in the garden. Put a shallow pan in the garden, fill with beer (preferably not the good stuff!!), and slugs and snails will be attracted to it and then drown in it.
I've heard of placing jar tops filled with beer within your strawberry patch because slugs love the beer and will leave your strawberries alone. This is a trick used by organic growers who avoid chemical pesticides. So using beer to keep garden pests under control is the green thing to do.
