Isn't it odd if someone buys them, or even orders them online? I saw a guy buying 5 of them today. He looked relatively normal, but why would you need to powder your pills? Unless you have a prescription for morphine or amphetamine, and you want to abuse your medication. I've never heard of a doctor telling any patient to powder their pills, but to cut their pills? Sure, all the time. I'm missing something.
Some people, specifically the very young and the very old, can't swallow whole pills easily. My daughter had jaw surgery once and she was on a completely liquid diet for weeks. We had to crush her meds, too.
For those who can't or won't take pills. For instance, crush and mix with jam on toast for a child or crush and mix with cat food (for a cat obviously, not a child). Or crush and mix with 'shake' for those on liquid-only food for some reason. For those who don't know they are taking pills... possibly illegal.
