Also not the kitchen sink has a delay when turning it off (water comes out about 5 seconds after turning off) Any ideas why this may be occurring?

If no water came out, it is time to work your way back down the plumbing system to see that everything is turned on. Once you have eliminated everything you can, it will then make sense to call a plumber if the hot water still doesn't work.
