An inductor only behaves as a short circuit to an unchanging dc Voltage. An inductor opposes changes in dc current in the same manner as it opposes changes in ac current. When a dc Voltage is first applied to an inductor the reactance of the inductor opposes the increase in dc current. When the dc Voltage is disconnected from the inductor the reactance of the inductor opposes the decrease in current. The instantaneous impedance of an inductor is the same for a given di/dt regardless if di/dt is from an ac Voltage source or a changing dc Voltage source. Once the external Voltage source is removed from an inductor it will expel back in to the circuit all the energy it stored from the external Voltage source come hell fire or high water. An inductor can no longer store energy once the source that supplied the energy is removed.
