Believe it or not, California now requires that all new buildings have roof systems that are COOLROOF rated roofs. Within a couple years, ALL roofs will be required to be COOLROOF rated roofs. These roofs have very high reflectivity and emmisivity ratings, are fully renewable, including their 10 year warranty period, never need to be torn off, which reduces landfill debris, are liquid-applied, which makes them conformable to practically any shape, are approved by the cool roof rating council, Factory Mutual, have the Energy Star rating and are all water-based products containing no solvents to be carried into the atmosphere. Your question is not as strange as you might have thought.
Cotton is neutral in the triboelectric series. When rubbed (against rollers, materials, etc.) it will neither accept or give-up electrons readily, which would contribute to static electric high voltage discharges. Rubber, on the other hand, will produce static charge when rubbed against other materials. Cotton embedded in the rubber will reduce static charge. Also: Rubber is flexible and cotton acts to reinforce the strength and flexibility of the rubber.
