HUH!? BOV means Blow off Valveand this question makes no sense. go trade in the neon for the srt-4 and actually get a bov and an engine to make that exhaust sound nice.
The exhaust system has nothing to do with a BOV ( allows pressure in the intake, inner cooler to exhaust to the atmosphere), you need a turbo or supercharger to use a BOV so the answer is NO You can install a header and low restriction exhaust, but you will lose some low end torque, which this engine lacks to begin with. Unless you add a performance PCM you will gain little.
