No, a cold air intake by itself will not give you any noticable gains in horsepower, it is only meant to improve power when you have lots of other modifications.

Here's the engineering perspective on cold air intakes. They help improve both horsepower and fuel mileage at the same time because internal combustion engines are more efficient at lower ambient temperatures. The combustion cycle's potential to convert fuel into heat (power) depends upon the difference between the cycle's highest temperature (the temperature of the burning fuel) and the lowest temperature (incoming air temperature). That's a large part of why engines are stronger in the winter than in the summer. There are other factors. Colder air has more oxygen because it is more dense than hot air. The engine monitors for excess oxygen in the exhaust, and adds fuel to compensate. So colder air allows for more fuel and more power. This is a short version of the theory behind cold air intakes, but I should warn you that in the real world, the difference is very hard to notice. You may only see another 5 or 10 HP from the change, because a cold air intake doesn't really lower your intake air temperature very much. You won't be able to feel another 5 HP, although you might notice a difference were you timing the car at a drag strip. I like it myself, and every little bit helps. Just don't expect a big improvement, that's all.
There is no way in the world a cold air intake will give you better gas mileage. It only gives you more hp because instead of sucking in hot engine compartment air, it sucks in cold air. That tricks the mass airflow sensor into thinking its colder outside that it really is and it gives a richer air/fuel mixture. Even then, you have to route the cold air intake down and out of the engine compartment. Leaving it inside the compartment will do nothing for you.
