Will replacing my ductwork piping with a smaller size hurt anything?

The Duct work piping in my crawl space is old and is tearing and developing holes so it needs to be replaced but the current pipes are about 13-15 inches wide and the only thing I can get around where I live is 10 inch pipe, which I was told was the standard now. If I get the fittings to make the 10 inch pipe fit will it work just like normal or will there be problems? The vents in my house have never had very good air flow so will the smaller pipe make the air flow through the vents better?

For the peace of mind,i would replace the copper pipe and compression fitting to eliminate possible leaking,or a part of the pipe with new compression fitting,i'm sure they are meant to be used once only.
