With what exhaust system will I get more hp? I have 2004 Jeep Grand Cherokee Special Edition 4.7L V8.

any performance exhaust system (catbacks) will add some hp - at the crank, but quite frankly there will be no noticeable improvement in performance (only better sound). if you want to improve the drive's performance all of the following installations will have to be done: -cold air intake and throttle body spacer or bigger throttle body -performance exhaust, catbacks -preferably headers -re tune of engine management system by tuning chip, performance chip or pro-tune. together these will improve hp over stock by plus 15%, and with headers much of that will be delivered to rear wheels. installed individually these modifications do little. so if you want better sound - just do the mufflers and save yourself some money (or do electric exhaust cutouts, installed behind the cats, in front of mufflers) rather than a complete system. if you want performance you will have to scope out these other modifications.

You miles per gallon of gas is seriously going to go down. I don't know about it being safe, but you're going to be paying a lot more for gas if you get wider tires. You might want to check state laws on high your vehicle can be. Back in the day, it was cool to lift to your vehicle but I remember cops going around measuring to make sure it was within legal limits.
