I think the trouble with most glues is that they dry a bit stiff/hardI think if you do use glue to adhere the insert in the bag, you should only use it at the top of the bag where the liner meets the outerI would use a hot glue gun for this jobI use it to make fabric flowers and adhere them to cloth surfaces, so the glue will probably work It will be harder and stiffer than stitching though.
