you added a mirror (tinted film) to the inside of your windows. It isn't going away unless the film does.
If there is a neighborhood association, start there. If not, just call around with the county. You could even call the Sheriff and they may post someone there to patrol and monitor. He is an elected official after all. Enough complaints will make him do something. There was a kid in my neighborhood that borrowed his dad's radar gun and just sat there writing down the speeds. It made the news and the county stepped up patrols there.
