How do you get an estimate on attic insulation?

I have about 8 people, but when I called them, most of them gave me an estimate over the phoneThey had different brand names, and gave me an estimate based on sq ft and R rating, however many told me R rating does not matter R19 can be added up to R30 level??? I thought R rating is not the thickness, but its about air flow rating?? So, i got bunch of numbers, but can not decide who is the best price.
