You can buy specially made rust resistor and just smooth/spray it onIt's in any good bike shopSand it down first it you have major rust damage(Electric sanders don't work very well.)
Don't use anything abrasive like sandpaper or steel wool as it is probably clear coated chromeFor clear coated chrome use some automotive cleaner polish or rubbing compoundIf you determine it is not clear coated chrome, use chrome polishWrap a rag with polish on it once complete loop around the frame and pull back and forthWipe with a clean dry towel to shine.
I agree with Claws-Of-Insanity; alumimium kitchen foil is very effective and won't damage the chromeFold the kitchen foil into small squares, SHINY side up and dip it in water or diet cola (diet cola is surprisingly effective on rust) and rub the chrome in circular motionsYou will still be left with thousands of tiny holes - pitting - in the chrome but it will look a lot nicer and prevent the rust spreading furtherUse wax or light oil to keep the chrome protected from rain and mud; the pitting is permanent damage so you have to be extra vigilant to keep the bike looking good.
I have been climbing since 1964 and never saw a Russian National die climbing bridges, buildings, cranes, you knowI have seen the Russians die in war film footageThe Russians I have met were all Navy cadets aboard a ship of sail and fishery motor trawler seamen but none expired in my presenceI assume they drown too.
