Yep, Your employer can require you to wear long legged pants at a job site for safety reasons. Sometimes OSHA or workers compensation insurance company can mandate it as well.
Mine are electrical too so they don't have a place for batteries. I would guess it's one of two things. One there's a short in the wiring somewhere or two there's smoke somewhere. My MIL used to flash fry everything. Though it was safely away from the stove it was so sensitive it would do these occassional beeps the whole time she was cooking. Plus it did it in the summer when there was a fan on because of something coming in from the outside. Since hers was battery operated we'd always turn them off except when gone or sleeping. Try covering both with a plastic cap. If it continues to beep it's in the wiring. Not very likely both units would be faulty at the same time. If there's a mouse or other critter in the attic he could've chewed the cord the detectors are faintly picking up the smell. Most of the time you can call the administrative number for the fire dept. they'll come out check it for free or at minimum tell you what could be causing it what to do.

Hi I have to say it seems a bit pedantic particularly considering the recent hot spell. You made reference to shovelling but you don't say exactly what it is you do. It could be a health and safety requirement, say for example you are drilling and there is a danger of splinters breaking off and slashing your leg, it could just be the boss being awkward for the sake of it. Have they given you any rational explanation for the change of policy? If not I would ask them or get your representative to, if you are in a TU. Many companies hide behind health and safety as a reason for bringing in pointless and arbitrary rules but you do need to establish exactly why they have changed this one. Do they supply you with protective clothing (PPE) as that is one quite legitimate reason for insisting you wear a certain type of leg wear but it does largely depend on the type of work you are doing as to whether or not the policy is actually needed or someone just abusing their position. However if it is a company rule it may be in the end, that you have to comply with it even if it is stupid.
