Why get a cat if you're going to force it to live outdoors like a wild animal? It will end up run over by a car, killed by a coyote or loose dog, poisoned, etc. And LOL that you seriously think a reflective collar is going to help on a street much less a HIGHWAY? You can't freaking be kidding. How is a car going to slow down in time if it does see the cat? And why do you WANT it to kill animals? House cats kill for sport not food. One cat can slaughter up to a 1,000 animals in just a year's time! You might not care enough about the cat to keep it indoors but shouldn't you care about its impact to wildlife?? DON'T get one!
