The tail lights don't come one when you turn on lights but when I press the brakes it comes on

Two separate circuits and maybe the bulbs have two filament.
Because it is 2 different circuits for the brake and the tail! You need to provide the vehicle information YMM (year, make, model) if you want anything that resembles an accurate answer!
If the tail lights and the brake lights are in the same bulb, the bulb will have 2 different filaments inside it. Most likely, one of them is burnt out (the tail light one). I had that problem when I first got my car, only vice versa, my brake lights wouldn't come on. You have to replace the bulbs; shouldn't be that big of an investment. If that still doesn't work, check your circuits.
