10 oz. gloves down to 135 lbs. Overkill or effective anti-injury/death regulation?

My contention is that 10 oz. gloves are for middleweight(155 to 160) on up. While I am all for safety and was saddened by the deaths of the past year; I feel as though this may be a bit too limiting for what I feel are the most exciting weight classes(Welterweight and super Welterweight) at present.
