The ticket is not about damage to the hose, it is about the water pressure! The firemen are fighting the fire, they are holding a hose with anywhere between 25 and 100 pounds of back pressure depending upon the size of the hose and the water pressure. Then someone drives over the hose. Then suddenly there is no water pressure then suddenly there is an increased amount of pressure (due to it building up in the hose for that brief second that you were blocking it off with your car tire.) And with four tires on a car, if you cross the line at an angle, this happens four times in rapid sequence. It is extremely dangerous to the firefighters as they could lose control of the hose end, which has a heavy brass nozzle on it. A loose high pressure hose can (and has) killed people.
