the modulator is what changes the gears. if i were you i would change the fluid and filter first.
By the time you buy the necessary tools you would be better served to have shop replace it. Shop around some places are criminal in price. I would put a NAPA Rebuilt Axle(Lifetime Warranty) in for 200 bucks, that would be low end but I would have it done in an hour and a half. While you wait if necessary. I hope that illustrates the possibilities. DIY requires special tools and an helper. Most people do not have a 3/4 inch socket set(plus 6 foot exhaust pipe extention) and a 36 MM socket to take the axle nut off or the special VW Torx to remove the inner CV from the transmission. At this age, your clutch packs could be badly worn out. Do a standard fluid/filter maintenance. Inspect the old fluid for particulate, metal shavings, etc. If fluid/filter doesn't resolve any issues, then your tranny is cooking itself to death.
How many miles are on the car? Has the fluid ever been changed? Check the level with the engine running and in PARK. .Simplest repair is to change the fluid and the filter.If neither of these are the cause ,then you may be in for some expensive repairs. If you have access to air tools, all you need is a 30mm 12 point (or 6 point for some models) socket for your impact wrench and a set of triple square bits, a 10mm one specifically. The triple square bits can be had for $10-15 where Lisle tools are sold, and a Craftsman 30mm 12-point socket is less than $10 at Sears, so you're not talking a lot of money. Ideally you'll want a 1/2 drive torque wrench to tighten the axle nut correctly to the 200 NM spec to start, but the factory service manual has a procedure for using a 3/8 drive torque wrench with a greater extra tighten with the breaker bar.
