i have a device from china which uses 220V. If its charger is 120V, will it charge the device?

Answer:

Yes, most electronic chargers these days are smart chargers in that they can adjust to voltage difference in the outlet. However, you probably still need an adapter plug because the outlet are different in configuration. It will also take about 2X the time to fully charge compared the time at home.
If it requires a charger, then it uses a battery which provides a much lower voltage than 220v. The charger is used to recharge the battery, and if it's a 220v charger, it converts the wall power of 220v down to the battery voltage. If you're in a country that uses 110v, then you need a charger that converts 110v down to the battery voltage. Plugging a 220v charger into a wall socket that provides 110v will produce a charging voltage of only ? of the necessary battery voltage and won't charge the battery.
