94 jeep grand cherokee automatic, 4x4, 4.0 liter, getting about 13 mpg. this is under normal driving conditions (some freeway and mostly city). i would expect it to get around 15-17. what could be causing this? it does have studded tires currently

I don't care for the styling of Oakleys personally, but as far as performance goes Oakley is the best.
Any municipality that has parking ordinances also has a published list of fines. A simple phone call to the parking enforcement bureau (or your public library reference desk) should be all that's necessary to find out. You can probably google your city and fire hydrant parking to find out all you need to know. Most people would simply admit they were wrong, pay the administrative fine and learn from the experience. In the City of Boston, for instance, it's 10 feet from a fire hydrant and $100 fine.
