the windsheld with the switch in the off position all othe functions work ok.
There is a park pawl on the wiper motor that has bent.you need to remove the wiper arms and plastic cowl to access the motor and either bend the pawl back, or replace it.once the arms and cowl are off, have a helper turn the wipers on, then off, you'll see the bent pawl clearly.
That happened to my Saturn cause I moved the wipers when I Was cleaning of the car . when the car is off and the wiper switch is off, I manually pushed them down where they belong. Don't know if that's helpful for your car or not, but mine are fine.
