Air exchanger vs. dehumidifier?

We're having alot of problems with moisture in the basement, causing mold (and the musty smell). In the winter, every time I cooked, the windows all got condensation on them. We are looking at putting in a heat recovery air exchanger. The literature that I read indicated it is most useful in the fall/winter. Does this mean it isn't going to help with the moisture problem we are currently having in the middle of summer? Do I need both an air exchanger and a dehumidifier??Thanks in advance to anyone who can help clarify what I need.

Your air conditioner IS a dehumidifier ( unless it's an evaporative cooler)
You will want to run a dehumidifier in the summer , because if you bring air in from outside , it will contain humidity, possibly more than what is already in the basement. I would recommend not running the dehumidifier in the winter. Try the air exchanger. Tjernlund makes a good one.
