Most cities have a department of renters rights. Look them up online or in the phone book and try calling. If you can't find one for your city, try your State or County.

If you don't have a lease you should just move. Unless you have no heat, water, hot water or other serious problems like infestations, peeling led paint, no smoke detectors or serious plumbing or electrical problems the city won't do much. Not having air conditioning is not illegal. Having a broken air conditioner is not illegal. All you can do about that is move out. Calling the city for a leak under the sink (unless it is causing mold or has enough water to be a slip and fall hazard) won't do much good. They have worse problems to deal with. Your maintenance problems have to be serious risks to your health and safety to violate any laws. Does that make the landlord right? Of course not. They suck. So move out.
