Those must be some crazy computer speakers. A thick rug or sheet of foam padding (which would also be available at a carpeting store) should help do the trick. Is the sound itself carrying through, or is it transmitting through the legs of your desk? You could, I don't know, turn it down a bit? If it's loud enough to bother your neighbor, God knows what it's doing to your hearing.
