Are there special wheels for roller blades that are made specifically for skating on rougher sidewalks and streets? I live in the city, and there are no bike paths or anything near me. Just sidewalks. Are there special wheels that I can put on my skates so that I can skate around my area?

The bigger the wheel the smoother the ride. Of course your skate can only take a certain size wheel which should be printed on the frame. Also there is a rating on the wheel called durometer which should be something in the range of 78a to 85a. A lower number is a softer wheel which will give a smoother ride. (a softer wheel will wear down faster)
