In 1893 America was in the midst of a terrible depression that Cleveland was largely ignoring, since he considered it the fault of gold speculators and not the problem of the federal government. The Fair and it's Ferris Wheel also looked away from some of the social problems of its time and instead embodied the optimistic and forward looking 19th century attitude, where technology, reason and education were seen as bringers of a new utopia.
