Yes Ti bearings will be 100%. The weight issue you seem to have is simply incorrect. Titanium as a metal is much stronger than steel which bearings are traditionally made of and is a massive 1/8th of the weight of steel.

Our first year engineering student (above) is a bit off. All usable titanium parts are alloys. There is no such thing as pure Ti in commercial bearing use, and it has nothing to do with weight. In addition, Ti bearings must be hard coated to improve longevity since most Ti alloys are comparatively soft. Ti bearings will last longer and provide better corrosion resistance (if you tend to ignore regular maintenance) but they really won't increase performance... most bearings are too close to the center of the rotating object to add any inertial mass to it. In short, save the $30. Use high grade stainless steel balls and build your wheels carefully... whether you are riding your bike OR your board.
