Answer:

I don't believe it is locked to one phone. I have Verizon, and the card can be removed and put in an older Verizon phone. That worked, and the plan continued just like before. Also, as part of my work, I had some ATT sim cards in 3g modems, and could swap them around with no problems, even though each card was initially assigned to a specific modem.
Why would that be illegal? A fire alarm went off in my complex one time, I grabbed a few things, the dog and my wife grabbed the cat and ran for the parking lot.
