so jerk on my block apparently takes issue with people parking in front of the fire hydrant - I've lived here 2 years the police don't care/don't ticket for it and everyone has parked in front of the fire hydrant at some point. I think this guy is breaking some kind of law himself by wrapping gratuitous amounts of duct tape around city property, but I don't want to pester the cops or rip it down until I know for sure
