How about by means of physical safety, like fire extinguishers and fire alarms, not having electrical cables all over the floor where people can trip over them, keeping tile floors dry and putting up wet floor signs when they aren't, being careful to keep file cabinet drawers shut so people don't trip over them or bang into them, requiring people to wear protective gear like ear plugs, safety goggles, gloves, back belts, etc.?
