All objects’ places and their setting way have to be fixed and maintained in the best condition. Everyone has to acquire a good habit for working comfortable and safety but efficiently, having an initiative in keeping everything in order, cleared up and cleaned up.

YES! It is a safety hazard and highly illegal. Don't let him do it! Firefighters need to be able to get to the hydrant!
Even if it is undeveloped , the government owns it. You can probably just ask your local fire department if you have one.
