In my past experience, the law enforcement officials have an attitude not enough people have died to do anything. Good luck in a neighborhood. Are the streets private? You mentioned HOA. They may never come in to do any traffic surveillance. The easiest and best thing is to be responsible parents and keep children under supervision. Put up your own orange cones if your kids are outside playing. Try to keep them out of the street. Good luck!
Either your system administrator prevented you from accessing objects in the control panel or a malware has renamed/deleted the executable file that is being called by a control panel object. Ask your sys admin / net admin first. If that's a home computer and your not the 'administrator', ask the shop where you bought it. If you already have that repaired/reinstalled after you bought it, ask the shop who fixed it. Hope this helps.
