Do you have any experience dealing with a pregnant mare and knowledge of warning signs? You don't NEED to have a horse and quite frankly I wouldn't get suckered in to paying for a stud fee. For all you know this will turn around and stab you in the back. There's hundreds upon thousands of young, green, and broke horses out there, you just need to research it. The permit will be based on the water. You can call the city and find out. If you try to do it without getting a permit, you WILL get caught, because many cities have systems that trigger an alert when the water pressure in those lines drop. You will be hit with a fine and possibly criminal charges (theft of water). Much easier to get a permit to use the hydrant.
