Can I withhold rent for fire alarm?

The fire alarm has been going off in my building at random times for 4 months. I'm not talking about my smoke detector. I'm talking about the actual building fire alarm. I have asked the landlord to fix it and they have done nothing. I have emails that they responded to acknowledging the problem from 2+ months ago. Can I legally withhold rent for this? It's 1am and it's going off as I type this. I'm in NYC.

No, I made the firewalls, they are staying.. Theres no way a NOVICE hacker can get past!
The rod that pushes the lock mechanism some how has gotten out of adjustment. This often happens when a slim jim is used to unlock a door or the attempt is made to unlock the door by other then the key. The door panel has to be taken off the the control rod bent a little to get it to operate the door latch part of the locking mechanism. Not difficult, but it takes me about one hour to do.
